Project Process

Strategic Project Process

The WFICC is pleased to announce the initiation of financial support for strategic projects that promote the mission and values of the organization. The WFICC Council has established the following priorities for projects:

• Projects that benefit the intensive and critical care community in low and middle-income areas;

• Projects addressing nursing education and training needs in low and middle-income areas;

• Projects that can be translated to other countries or reach larger numbers of clinicians if successful;

• Projects that accomplish goals in the most cost-efficient manner.

Proposals will be accepted from WFICC member societies and individuals associated with member societies. Multi-professional involvement and collaboration between organizations is valued. Funding up to $30,000 USD may be available for approved projects. The number of projects that will be supported at any given time will be determined by annual budget projections and the quality of proposals.

Nestor Raimondi, MD , MCCM

Sociedad Argentina de Terapia Intensiva

Dr Raimondi has been a critical care professional for over 30 years now. He completed his fellowship in the specialty at the ‘Hospital Fernandez’ of the city of Buenos Aires, Argentina, where he is now the Head of the Intensive Care Division.

He joined the Argentine Society of Intensive Care (SATI) in 1991. Over the years he held several positions such as, Vice President (2011-2013), President (2013-2015) and Past President (2015-2017), and led several scientific and academic committees, organized numerous congresses, and served as Treasurer of the WFICC Congress held in Argentina in 2005. A major accomplishment is his implementation of the FCCS course throughout Argentina and Latin America. Over the last years in these leadership roles, he focused on the reorganization of SATI at various levels, implementing a more decentralized organizational structure and a more federal approach, and improving the e-learning platform enabling intensive care professionals in the interior of the country to have access to critical knowledge, training and networking as never before.

In addition, he has been contributing to the FEPIMCTI, of which SATI is a member, through various roles since 2007, such as Treasurer (2007-2011), Vice President (2011-2016) and President (2016-2020). Currently he serves as Past-President since January 2021. Leveraging his best practices from SATI, he also a led a profound reorganization and implemented ‘expert committees’ adding value to the Federation and allowing a higher scientific and academic production of the different sub-specialties in the critical medicine.

Throughout his career Dr Raimondi has authored/ co-authored multiple scientific papers and peer reviewed articles and has contributed to key books published by SATI and other institutions. As a recognized expert in the field, he has given numerous lectures at national, regional and international conferences. In recognition for his excellent work and contributions to the field of critical care medicine he received several honors from SATI and SCCM among others, such as, Premio Presidente, four Presidential Citation Awards and Peter Safar Global Partner Award in 2019. He was also inducted as FCCM in 2001 and MCCM in 2018.

As evidenced by his prominent background Dr Raimondi has demonstrated significant contributions to SATI, FEPIMCTI and the overall critical care medicine field, a high collaboration and cooperation spirit resulting in major accomplishments at different levels, and an inclusive and diverse approach building solid relationships among physicians, societies and all others involved in the field of the critical care medicine at a global level. For all of this is that I am proud to nominate Dr Raimondi as a Council member of the WFICC and I am confident that he will serve the WFICC with the same dedication and commitment and highest standards as he demonstrated in his previous responsibilities and endeavors.

Melda Turkoglu

Society of Turkish Intensivists

Dr. Turkoglu is one of the leading intensivists in Turkey. She has started her fellowship in Hacettepe University Medical ICU and has been mentored by Prof. Arzu Topeli. After completion of her fellowship, she started and directed the medical ICU at Ankara University, and later she has become an academic member of Gazi University, Medical ICU. She is one of the founder members of our society. With her high administrative skills and drive to succeed, she has made great contributions to our society, especially during the period she was our president. She has worked to implement and protect the personal rights of intensivists, to improve the education of intensivists, and was always compassionate when caring for her patients. At the same period, she has created strong bonds with other national societies in the field of intensive care across Eastern Europe, to support each other and share knowledge. As well, her intelligence, interest in her academic career, and research have been inspirational to many young intensivists in our country.

After COVID-19 and the disasters we have faced, the importance of interdisciplinary work and unity is being stressed more than ever in the field of intensive care. We believe the energy she possesses will help create an environment that will be creative and productive. Her strategic vision, commitment, and attention to detail are important administrative skills that will support WFICC projects.

We would like to nominate Dr. Melda Turkoglu for election to Council since we believe her qualifications summarized above will contribute WFICC to achieve goals and improve the field of intensive care worldwide.

David Ku

Australia and New Zealand Intensive Care Society (ANZICS)

Dr David Ku has had an exemplary career in intensive and critical care medicine involving multiple roles over several decades, from clinical practice to international leadership. Serving as an Intensive Care Consultant for Monash Health and St John of God Health Care, he demonstrates steadfast dedication to patient care underscored by clinical acumen and compassion.

Within the Australia and New Zealand Intensive Care Society (ANZICS), Dr Ku held Secretary and Victorian State Chair positions. These roles were crucial in driving strategic initiatives, strengthening our society, and elevating intensive care standards regionally. Dr Ku's impact transcends regional boundaries. He was the Asia Pacific Intensive Care Symposium (SG-ANZICS) Co-Convenor in 2018 and 2019. He was the Deputy Convenor for the World Congress of Intensive Care in Melbourne in 2019. He is the director of ANZICS International Relations and an ANZICS Board Member. He is the Co-Lead in Asia for the ANZICS Global Intensive Care Initiative. He is Chair of Singapore's upcoming Asia-Pacific Critical Care Summit Asia Pacific Intensive Care Symposium (APICS). David is an influencer in the global intensive care arena. He played pivotal roles in bridging gaps between international communities, fostering collaboration, and inspiring dialogue around shared challenges and opportunities in our field. This reflects his commitment to promoting knowledge exchange and advancing critical care practices across the Asia Pacific region.

ANZICS nominates Dr Ku for the WFICC Council for his remarkable blend of clinical expertise, visionary leadership, and unwavering commitment to advancing intensive care around the world. His proven record of fostering international collaboration and his demonstrated ability to lead and influence make him an ideal candidate. His election to the Council would greatly benefit the international intensive care community, furthering the WFICC's mission to promote the highest standards of intensive and critical care medicine for all who need it.

Pedja Kovacevic

Medical Intensive Care Society – Bosnia and Herzegovina

“It takes a village” – many highly motivated enthusiasts (as Dr Pedja Kovacevic) and organisations (as Medical Intensive Care Society) were necessary to create and realise the care of the sickest medical patients in post-war Bosnia and Herzegovina. Today critical care medicine is an enormous public health need of all communities, in High Income Countries (HIC) and Low Resources Settings (LRS) alike. Just fifteen years after establishment, the very first modern MICU in Banja Luka is certified by ISO standard (9001:2015 and EN:15224) and serves as a tertiary referral centre for medical intensive care for the Republic of Srpska (Bosnian entity) and provides health services for a population of 1,000,000 inhabitants. The contribution of High-Income Countries (Heidelberg University, Mayo Clinic and University Clinical Centre of Ljubljana) for this project is indisputable and enormous. The great challenge of the COVID-19 pandemic should serve as a wake-up call for rapid development of critical care programs around the world. One of benefits that should come out of this pandemic is a more rapid implementation of critical care medicine programs into LRS (Bosnian model!).

It is important to emphasise that trained staff is far more important than “ICU bed” or equipment. HIC in Europe are moving toward critical care medicine harmonisation with the main goal of standardising critical care practice. LRS have to follow this pathway without delay to include modern multidisciplinary, evidence based critical care medicine into their healthcare systems.

Dr Hussain Nasser Al Rahma

The International Pan Arab Critical Care Medicine Society – IPACCMS

Dr. Hussain Nasser Al Rahma has made significant contributions to the field of intensive and critical care medicine, both in terms of clinical practice and educational initiatives. After completing his German Board certificate in Internal Medicine in Germany, returned to home country, UAE, and joined the prestigious Dept of Health and Medical Services in Dubai, specifically working at Rashid Hospital, which is the largest Trauma level 1 hospital in the country. Within a short span of 3 years, Dr. Hussain Nasser Al Rahma accomplished a remarkable feat by establishing the first multidisciplinary independent Intensive Care Unit in the UAE. He played a pivotal role in training and leading a team of intensivists, physicians, and nursing professionals, fostering collaboration and coordination within the unit. His expertise and dedication contributed to the development of a well-functioning ICU that adhered to international standards of care.

Recognizing the importance of education and knowledge dissemination, Dr. Hussain went on to found the Dept of Emergency and Critical Care in 2002, further advancing critical care services in Dubai. He expanded his influence beyond the hospital setting by working on the development of the ambulance department and initiating the training and certification of Dubai ambulance personnel. This initiative significantly improved pre-hospital care and the overall emergency response system in the region.

Furthermore, Dr. Hussain played a pivotal role in establishing the paramedic program at Dubai Women's College of Technology, where he served as the medical director. His involvement in curriculum development and training ensured the delivery of high-quality education to future paramedics, equipping them with the necessary skills and knowledge to excel in his roles.

Dr. Hussain’s extensive experience in intensive and critical care medicine, combined with his leadership and educational accomplishments, makes him an exemplary candidate for election to Council. His innovative approach to establishing multidisciplinary units, improving pre-hospital care, and advancing educational programs aligns perfectly with the goals and objectives of our society. We believe that his expertise and vision will be invaluable in shaping the future of intensive and critical care medicine, not only within our society but also on a global scale.

Naoyuki Matsuda

The Japanese Society of Intensive Care Medicine

The Japanese Society of Intensive Care Medicine (JSICM) would like to recommend Prof. Naoyuki Matsuda as a candidate of the next Council member in the World Federation Societies of Intensive and Critical Care (WFICC). As a central organization that guides intensive care medicine and critical care medicine in Japan, we would like to value our collaboration and cooperation with the WFICC.

Prof. Naoyuki Matsuda is a leader in intensive and critical care medicine in Japan. He has a Japanese medical qualification as a specialist of intensive care medicine, emergency medicine and anesthesiology. Since 2010, he has been active in the field of intensive care and emergency medicine as a professor and a chairman at Nagoya University. He has also contributed to the development of intensive care medicine in Japan as an elected Council of the JSICM for five terms since 2014. In the activities of the JSICM, he has served as the committee chairman of the International Exchange Committee, Public Relations Committee, Intensive Care Drugs Committee, etc., and is currently in charge of activities to deepen international cooperation.

He is characteristically based on 1) politeness, 2) international cooperation, 3) quick response, 4) high scientific knowledge, 5) high quality presentation. He has decided to the chair of the 54th Annual Meeting of the JSICM. As mentioned above, he will be well qualified in knowledge and attitude toward intensive and critical care medicine in your society WFICC. The WFICC will be brought about in collaboration with the JSICM. The JSICM strongly recommends Prof. Naoyuki Matsuda as a candidate for Council members of the WFICC.

Julio César Mijangos-Méndez

Colegio Mexicano de Medicina Crítica A.C.

In response to the call to nominate candidates for WFICC council member, we would like to recommend Dr. Julio César Mijangos-Méndez, who is a distinguished member from Colegio Mexicano de Medicina Crítica A.C. (COMMEC). Dr. Mijangos was elected as our candidate in accordance with our statutes and internal regulation through an open call among members and by opposition, evaluated by the board of directors and endorsed by the advisory board. He is an Internal Medicine and Critical Care specialist, he also is the past president of COMMEC, is assistant professor of Critical Care program at University of Guadalajara, based in the Hospital Civil de Guadalajara, Fray Antonio Alcalde, Guadalajara, Jalisco México. He also was distinguished as National Investigator Level I by National Council of Humanities, Science and Technology of the Mexican Government and his clinical research areas mainly focus on traumatic brain injury, neuromonitoring, sepsis, mechanical ventilation and obstetrics, among others.

Dr. Mijangos has demonstrated great commitment with the job in favour of the care of critical patients, as well as for the development of their peers, he had been involved in the planning, organization and ejecution, about many academic activities of COMMEC, like national congress, chapter activities like regional courses about, trauma, neurocritical care, respiratory support and sepsis, among others. Dr. Mijangos has impulsed and innovate activities that enhance participation of collegues and patients, making collaborating agreements between societies related to critical care.

Dr. Mijangos has served previously as international delegate for COMMEC to different activities among international societies, among wich are: World Federation of Intensive and Critical Care, Society of Critical Care Medicine, Neurocriticalcare society and Federación Panamerica de Medicina Crítica y Terapia Intensiva (FEPIMCTI).

​Sarah Livesay

​Neurocritical Care Society

Sarah Livesay, DNP, APRN, FNCS, FAAN is a Professor and Associate Dean of Rush University College of Nursing. She works as a Nurse Practitioner in Harborview Medical Center. She has expertise in stroke and neurocritical clinical care, as well as building and evaluating neuroscience service line and clinical programs. She worked for 7 years as a Field Reviewer for The Joint Commission, evaluating Primary and Comprehensive Stroke programs. Most recently, she served as the President of the Neurocritical Care Society, the second nurse to hold this distinction in the history of the society. Dr. Livesay has authored over 55 peer-reviewed manuscripts and co-edited two books on stroke care. She’s worked internationally with physician and nurse leaders from multiple countries to teach neurocritical care nursing concepts and to improve systems of care in multiple countries. She co-authored both the Standards for Neurocritical Care Units as well as Quality Metrics for Neurocritical Care and is working with leaders in Germany and in the Asia-Oceanic regions to adapt the Standards for Neurocritical Care to European countries and regions with limited resources.

​A/Prof Chia Yew Woon

​Society of Intensive Care Medicine (Singapore)

Associate Professor Chia Yew Woon is a Senior Consultant Cardiologist and Intensivist and Director of the Cardiac Intensive Care Unit in Tan Tock Seng Hospital, Singapore. He is one of the few physicians who are dually trained and accredited in both Cardiology and Intensive Care Medicine, having completed his fellowship in The Alfred Hospital ICU, a quaternary referral centre in Australia.

He has a strong interest in haemodynamic monitoring, mechanical circulatory support, post-cardiac arrest management and critical care ultrasonography, in which he has been leading educational efforts both locally and in the region. He is the pioneer in establishing Critical Care Cardiology in Singapore which improved the care and outcomes of critically ill cardiology patients with multi-organ dysfunction and other critically ill patients with cardiovascular complications. In his role as a Cardiac Intensivist, he is the Singapore National Investigator for many multi-centre collaborative trials in Cardiac Critical Care, including TAME, TTM-2 and STEPCARE, which contributed Asia data to these international landmark studies.

During the COVID-19 pandemic, he took on leadership roles in the care of critically ill COVID-19 patients in the ICUs, established protocols and processes, conducted research into COVID-19 diagnostics and therapeutics and contributed significantly to the national COVID response, for which he was later accorded the Public Administration Medal by the Singapore government.

On the educational front, he is in the Singapore Ministry of Health Intensive Care Medicine Subspecialty Training Committee for post-graduate intensive care medicine training and is pivotal in the training of the local intensivists and instrumental in the setting of training and examination standards. He also played a key role in the establishment of local training and accreditation standards in critical care ultrasonography and is a mentor for various international ultrasound qualifications, such as DDU, EDEC and CCEeXAM.

For critical care leadership, he has served 3 terms in the Society of Intensive Care Medicine (Singapore) as Board Member, Treasurer and is now the Vice-President. As Vice-President, he is heavily involved in organising educational events with other regional and international critical care societies to improve understanding, promote collaboration and improve patient care processes e.g.

  • Asia Pacific Intensive Care Symposium (APICS) with the Australian and New Zealand Intensive Care Society (ANZICS),
  • Indonesia Society of Intensivist Anesthesiologist (INASIA)
  • Perhimpunan Dokter Spesialis Anestesiologi dan Terapi Intensif Indonesia (PERDATIN

He is also currently Chair of the Singapore Ministry of Health National Targeted Temperature Management Workgroup for which he led the crafting of the national guidelines to enhance the management of patients after cardiac arrest to improve neurologically-intact survival and he is also the founding Chair of the Asia Targeted Temperature Management Task Force (ATTF) and has been conducting post-cardiac arrest courses for physicians in Southeast Asia to improve the care and outcomes of resuscitated patients in the region.

He is Board Member of the Academy of Medicine, Singapore (AMS) Chapter of Intensivists where he contributed to the setting of professional standards for practicing Intensivists and provides medical expert opinions in the Academy’s Faculty of Medical Experts and the Singapore Medical Council Complaints Panel.

In view of Associate Professor Chia Yew Woon’s steadfast commitment and contributions to the advancement of intensive care medicine both locally and regionally and his drive and passion for improving the care of critically ill patients regardless of geography, the Society of Intensive Care Medicine (Singapore) strongly support him to join the World Federation of Intensive and Critical Care (WFICC) Council, for which we are sure he will serve with unwavering dedication and allow him to bring his expertise and contributions to the worldwide community.

​Fathima Paruk

​Critical Care Society of Southern Africa

Fathima Paruk is Full Professor and Head of the Department of Critical Care at Steve Biko Academic Hospital at the University of Pretoria, South Africa (SA). She is the first female President of the CCSSA and has been actively involved in critical care nationally and internationally for the last 2 decades. She holds numerous key positions including Co-Chair of the Africa Telehealth Collaboration, Chair of the Critical Care College Committee (the national critical care examining body) and membership of the Human Research Ethics Committee of the University of Witwatersrand. Additionally she has served on several Ministerial appointed committees including the National Health Research Committee and the Medical Regulatory organization (HPCSA). Dr Paruk has delivered more than 250 lectures as an invited as a speaker at national and international platforms including opening addresses, plenaries or lectures at WFSICCM in 2009 (Florence), 2013 (Durban) and 2015 (Seoul). She served as international scientific chair of the 2013 WFSICCM Congress. She has ben invited to speak or teach in several countries including Hungary, Germany, Belgium, UAE, Saudi Arabia, Rwanda, Tanzania, Ethiopia, Egypt and Uganda. She is also involved in collaborative research in LMIC countries in Africa. She is associate editor of the South African Journal of Critical Care and serves as reviewer for many international journals. Many of my more than 100 publications are in peer reviewed journals. Her publications span the domains of telehealth, critical care obstetrics, COVID-19, sepsis, antimicrobial dosing, medical ethics, HIV and post -ICU outcomes. She is passionate about uplifting Critical Care and has been instrumental in introducing and driving initiatives in Critical Care education and training nationally. She has also successfully trained many intensivists and supervised many PhDs. Dr Paruk’s contribution to critical care and her leadership skills position her to ably contribute to the WFSICC council’s activities.

​Dr Yu-Chang Yeh

Taiwan Society of Emergency and Critical Care Medicine

On behalf of the Taiwan Society of Critical Care Medicine (TSCCM) and the Taiwan Society of Emergency and Critical Care Medicine (TSECCM), we are honored to nominate Dr. Yu-Chang Yeh as a candidate for the WFICC Council. Dr. Yeh is the Acting Head of the Department of Anesthesiology, National Taiwan University Hospital (NTUH). He is the Chair of the International Affairs of both the Taiwan Society of Critical Care Medicine (TSCCM) and the Taiwan Society of Emergency and Critical Care Medicine (TSECCM). He is also the Chair of the Critical Care Committee of the Taiwan Society of Anesthesiologists (TSA). He received his medical degree from the College of Medicine, Yang-Ming University, Taiwan, in 1998 and PhD from the College of Medicine, National Taiwan University in 2012. His clinical and research interests include microcirculation, sepsis, blood purification, extracorporeal life support, therapeutic sedation and analgesia, delirium, kidney transplant, and data science.

He collaborates with numerous international critical care societies and organizes several international congresses in Taipei, including EuroAsia, Best of SCCM Taipei, and Japan-Korea-Taiwan joint congress, which offer free registration to LMIC participants. These congresses aim to promote international communications and collaborations in development of critical care medicine. He also helped TSCCM and TSECCM join and contribute in the Global Sepsis Alliance. He collaborates with several international research and database groups, and he is a speaker and moderator in numerous international meetings. He assisted in the establishment of the NTUH center of microcirculation medical research, NTUH Smart Emergency and Critical Care group, and a national critical care database (Taiwan CORE).

For these reasons, TSCCM and TSECCM fully endorse Dr. Yeh’s nomination for the WFICC council election.

Adriano Friganovic

World Federation of Critical Care Nurses

Adriano Friganovic was born 14 November 1978 in Banja Luka, Bosnia and Herzegovina. Works at University Hospital Center Zagreb as a head nurse of Department of Anesthesiology and Intensive Medicine since 2016. Has worked in the Division of Anesthesiology and Intensive care of cardiac surgery patients since 1997., and from 2005 has worked as a head nurse of same Divission. He graduated bachelor and master degree in nursing at University of Applied Health Sciences in Zagreb, Croatia and has PhD at Medical Faculty University of Ljubljana, Slovenia. Works as assistant professor at University of Applied Health Sciences Zagreb, and Faculty of Health Sciences University of Rijeka.

Adriano was a vice president of WFCCN in two terms and this is second term of president mandate. He was a speaker at many international critical care conferences including WFICC. He was chair of the working group for development of Brisbane declaration ''Culturally Sensitive Intensive Care'' and he wrote a chapter in WFCCN E book. He is acting president of European Society of Specialist Nurses and Steering Committee Member of Sustainable Health Equity Movement. Member of editorial board of several critical care journals.

Board of Directors of WFCCN appointed him as candidate for Council elections. With his international experience he can contribute to WFICC and his critical care nursing experience will give added value to the WFICC Council.
